Ireland has moved a step closer to making widespread electric vehicles a reality, announcing generous subsidies for buyers.
Consumers who purchase an electric vehicle will be eligible for a €5,000 grant and exempted from vehicle registration tax. The grants are similar to those already in place in the US, which can be as much as $12,000 (€8,800), taking into consideration both federal and state subsidies available in areas such as California.
"The Programme for Government announced our intention to transform the Irish energy and transport sectors. We have made great strides in renewable energy, energy efficiency and now we begin the electrification of our transport fleet," said Eamon Ryan, the Irish Government's Minister for Communications, Energy and Natural Resources.

The overall goal for the meeting is to establish an ambitious global climate agreement for the period from 2012 when the first commitment period under the Kyoto Protocol expires.

Vehicle Registration Tax (VRT)
The following package of measures were introduced:
• Extension of VRT exemption for Electric Vehicles
• Extension of VRT relief scheme for Plug-in Hybrid Electric Vehicles
The existing VRT exemption for series production electric vehicles and the VRT relief of up to €2,500 for series production plug-in hybrid electric vehicles (both of which are due to expire on 31 December 2010) are being extended for two years until 31 December 2012.

This is the likely outcome of Environment Minister John Gormley’s new waste plans according to Europe’s incineration lobby.
The confederation of European Waste-to-Energy Plants has branded the international review, which will form the framework for waste policy here, as “flawed”, anti-competitive and out-of-sync with best practice”
Spokesman Jackie Keaney claimed this review would “drag Ireland backwards “because many of its recommendations were “Alice in Wonderland stuff”.
She asserted the review took no account of national and EU competition law.
Donegal has 2nd highest level of waste being sent to landfill

Donegal has the second highest level of waste being sent to landfill.
The county also has the second lowest amount of household waste collected which is not recycled.
The data is contained in what is called the Annual Indicators Report, a document compiled by the Local Authorities for the Environment Minister.
It shows that in 2008, 85% of household waste collected in Donegal was buried, only Carlow is ahead with 87% - this compares to Longford County Council which buries just 45% of waste.
Donegal has the second poorest record in terms of housefold waste being recycled a15% again the only county with a worse record is Carlow.
The problem in Donegal is not aided by the fact that the county has the lowest level of households that are provided with a segregated waste collection service at 57%.
That is a full 20% less than the county with the second lowest level of a segregated waste service.
2009 is a crucial year in the international effort to address climate change. A series of high level meetings are taking place throughout the year, designed to agree an ambitious and effective international response to climate change, at the United Nations Climate Change Conference (COP 15) in Copenhagen, from the 7th to the 18th of December 2009.

United Nations Secretary-General Ban Ki-moon is convening a Summit on Climate Change – on 22 September 2009 – to focus Heads of State and Government on the need for urgent action, and to mobilize the highest level politics. It will need to reach a fair, effective, and scientifically ambitious global climate deal at the United Nations Climate Change Conference in Copenhagen this December.
The Summit aims to advance the negotiations, but is not a negotiating session itself. It provides a forum where leaders can discuss fundamental issues, find common ground and provide guidance to their negotiators. The main outcome of the Summit will be captured in a Chair’s Summary.
The growing interest in green technology should prompt greater student interest in engineering and related courses, a professional body has claimed. Although most engineering degrees required less Leaving Certificate points this year because of a significant fall in demand for all courses linked to construction, some of those for which points rose are linked to other industries.
"While it is understandable that the demand for construction-related engineering courses such as civil engineering has diminished, it is encouraging that there is increased demand for certain courses in areas such as biopharmaceutical and environmental engineering," said Engineers Ireland director general John Power.
He said it indicated that students are starting to recognise the diverse nature of engineering and the fact that there are opportunities in new emerging sectors. Around 4,700 jobs in the green economy area have been announced in the last four months, according to Engineers Ireland.
The general drop in points for engineering is contrasted by the rise in demand and points requirements for science courses, with more than a dozen science degrees up 40 points or more for thousands of students offered places by the Central Applications Office (CAO) yesterday.
Despite recent figures suggesting more than one-in-five students on university science and engineering courses did not last until second year, one senior academic said the problem lies largely with students not knowing enough about degrees before applying.
"Many students start a course that is not their first choice and might end up dropping out, but the difficulties also has to do with how students are engaged when they start college," said Professor John O'Halloran, vice-head of University College Cork's college of science, engineering and food science.
Points for most of the college's courses are up this year and Prof O'Halloran said staff will be extending a mentoring system already in place for science students.
The increase in points for general arts degrees has been attributed to rising student demand for humanities and social science qualifications.
Agri Aware welcomed points rises for agriculture and food science courses as a reflection in interest in farming and related careers.

Inishowen’s tidiest town aims to win back national title.
NEVER mind the Pied Piper- the pupils of Scoil Treasa Naofa in Malin were more interested in following the BusyGreenBee around town on Tuesday last.
The colourful bee created quite a buzz with the children when he joined them for a Spring clean up of Mailin Town, which was organised by the local Tidy Town Committee.
The committee wants to keep the town in top shape in an effort to once again clinch the title of Ireland’s Tidiest Town, an accolade won on two occasions — 1991 and 1970. Last year MaIin Town was awarded third place in Donegal.
The students and the committee were joined by local FAS workers who also work hard right throughout the year to make sure Malin looks its best. Scoil Treasa Naofa teacher Ms Joanne Doherty told the “Inish Times” the youngsters were passionate about keeping their environment and local area free from litter.
“They are taught all about it in school, especially because of Malin winning the Tidy Towns, it’s something we’re all very proud of. The students keep the school tidy too and lift litter around the grounds”. The Ronald Boggs of the Tidy Towns Committee said it was “great’ to see the children so enthusiastic and added they were very grateful for all their help.

The Irish Cancer Society, as the national cancer care charity, was chosen by Lance Armsotrong Foundation (LAF) to be their partner in shaping the summit and providing vital support and information in the cancer arena. The Summit will make the case for acting urgently to address the global cancer burden and introduce new commitments to cancer control by bringing world leaders, corporations, non-governmental organisations and advocates in an unprecedented show of solidarity.

The Lance Armstrong Foundation (LAF) announced on February 23rd, 2009 that the first LIVESTRONG Global Cancer Summit will take place on August 24-26, 2009 in Dublin, Ireland immediately following LAF founder and chairman, cancer survivor and champion cyclist Lance Armstrong’s participation in the Tour of Ireland, Aug. 19-23. As the landmark event of the LIVESTRONG Global Cancer Campaign, the Summit will make the case for acting urgently to address the global cancer burden and introduce new commitments to cancer control by bringing together world leaders, corporations, non-governmental organizations and advocates in an unprecedented show of solidarity. The announcement comes on the final day of the Amgen Tour of California, where Armstrong was competing in his second race in his return to professional cycling and against the worldwide threat of cancer.
“Unless we act on a global level, cancer will be the leading cause of death by 2010,” said Armstrong. “Our goal is to be the catalyst that brings everyone together to fight cancer—from survivors, like me, to world leaders and policymakers who must commit completely to the effort to avoid a public health catastrophe. The Summit provides an invaluable opportunity to stand up for the 28 million cancer survivors worldwide and to create a unified effort to control cancer through new commitments to action.”
In a separate announcement in Dublin, Ireland's Minister for Health, Mary Harney said Ireland was very pleased to welcome the Summit to Dublin in August. "Cancer Control is a top priority for the Irish Government. The themes of the Summit fit well with our new national Cancer Control Strategy and anti-tobacco initiatives we have taken, such as the ban on smoking in the workplace. We wish the Summit and the Lance Armstrong Foundation every success and we will be happy to welcome all international delegates to Ireland."
Irish Cancer Society CEO John McCormack said, “We still have a lot to do in the fight against cancer. By 2020, it is estimated there will be more than 40,000 new cases of cancer diagnosed in Ireland. We can and must act to reduce the rate of preventable cancer and this summit gives us the opportunity to increase cancer awareness and take actions which will save lives.”
Already, world leaders are indicating their intent to send high-level representation and make commitments. Australian Prime Minister Kevin Rudd and former U.S. President Bill Clinton are included in the early list of leaders expressing support. The LIVESTRONG Global Cancer Campaign made immediate progress when it launched in Australia this January with several new commitments to cancer control from the Australian government and NGOs. In addition, conversations are ongoing with the Kingdom of Jordan to announce a substantial new commitment in that country. These commitments and others will be featured at the Summit in Dublin.
“I hope a decade from now we can look back on this campaign and see that there truly is a global cancer movement – one that has adequately funded cancer research, cut the death rate to zero and maximized the amount of prevention and education and advocacy that can be done,” said Clinton. “And that it has helped people to live with and overcome cancer with the support they need.”
The primary purpose of the LIVESTRONG Global Cancer Summit is to bring together world leaders to secure commitments to make cancer a global priority. The secondary purpose is to build a global grassroots advocacy movement to influence global action in the fight against cancer. Participation in the Summit is by invitation only. This is the first glimpse of the innovate new Busy Green Bee™ recycling vehicle which is due to be launched next month.
In October last the “Inish Times” revealed the new world-first project from the executive of Carndonagh’s Text One Group™ - a pollution free recycling service which uses electric powered vehicles to collect paper, plastic, glass and cans, which is then recycled back in to raw material.
Called Busy Green Bee™, it has secured an exclusive commercial and retail licence to supply and deliver the electric vehicles throughout Ireland.
The rest of the country will get a glimpse of the vehicles on Wednesday 18th February, when RTE’s Nationwide programme features an in-depth piece on the service.

Carndonagh-based Text One Group™ - granted a global patent for their "TextaTaxi™" service in May - is branching out and will launch its innovative new "Busy Green Bee™" service in January next which is expected to create an estimated 25 new jobs throughout Inishowen and 600 countrywide.
Currently in the final stages of development, the unique service will, say its creators, completely change the method of recycled waste disposal and collection - and Carndonagh will be the first place in the world to try it out.
"Busy Green Bee™" is unique in that it will exclusively use electric powered vehicles - similar in theory to a "reversed" electric milk float - to visit homes and businesses and initially collect glass, plastic, paper and cans.
The company has secured an exclusive commercial and retail licence to supply and deliver the vehicles across the country.
According to its developer, Lawrence Kendall, chief executive of Text One Group™, the key to the service is segregation "at source" and offering "Pollution free collections™".
Speaking exclusively to the "Inish Times," Mr. Kendall said he was excited about the project and delighted to launch it in Inishowen.
He said: "We're very excited about this new project. The main point is that everything is done completely at source and it takes all the hassle away from the homeowner or business.
"The electric vehicles are the innovative and exciting part, there's no noise or air pollution, they're completely environmentally friendly. There'll be no big trucks leaving oil spills or fumes. We're aiming for each vehicle to collect waste from 600 houses a week and we think this is very achievable
"This has never been done before and we're delighted to be able to kick off the first phase in Carndonagh.
"We are hoping it will create a lot of jobs here and in the rest of the country. We know it's not an easy task in the current climate but with the vehicle supply company, the recycling service, administrative staff and more, we hope to create at least 25 here to begin with. Once we have Inishowen covered we will set about franchising.
"We would really welcome anyone who wants to get involved with the service, all added value and knowledge is very much appreciated."
The project has been hailed as "exciting" by senior politicians.
Fine Gael TD Joe McHugh said he was delighted with the announcement.
He said: "Lawrence has to be commended for this type of initiative and seeing the potential in the market.
"All aspects of the green energy sector, be it in recycling or energy, is certainly the agenda that we in the North West need to be pursuing."
And he called on the Government to get behind such initiatives. He said: "This type of enterprise needs to be supported from here on in."
Senator McHugh said the initiative was a "very important step to recovery."
He said: "Considering we are haemorrhaging so many jobs at this present time, the creation of one job is significant and 25 new jobs makes this a very important step to recovery."
MEP Marion Harkin said she was "blown away" by the project.
She said: "After my recent visit to Carndonagh to offer my full support to Carndonagh Chamber. I met with Mr Kendall who gave me a brief insight to his Busy Green Bee™ project. At that time his method completely blew me away with such a simple yet effective project. I offer my full support and will do whatever I can to assist Mr Kendall and his team."
The service will be launched in Carndonagh followed by the rest of Inishowen and then "rolled out" further afield as a franchise with Carndonagh its world base.

How it works
Everyone who registers for a "Busy Green Bee™" will be provided with a recycling bin comprising of four receptacles with each one holding a different material. Collection will cost 2.50 euro a week. The waste will be collected in the floats, which will also comprise of four receptacles or "pods," and then be kept in holding areas or brought straight to an amenity site in order to ensure it is recycled properly into raw materials. The electric vehicles will "charge up" at various bases throughout the country and there are plans to create a website which will pinpoint the locations of each charger.
